TOKYO - November 29, 2024 - Internet Initiative Japan Inc. (IIJ, TSE Prime 3774), one of Japan's leading Internet access and comprehensive network solutions providers, announced that it contributed to a study conducted by the International Telecommunication Union (ITU) Telecommunication Standardization Sector (ITU-T) aimed at publishing its first technical report focusing on MVNOs, which was published in October 2024.
IIJ joined ITU-T Study Group 3 (SG3)(*) in 2018 as its associate member. This technical report was the deliverable of a study on "5G-related policy considering MVNOs," agreed on at the plenary meeting of SG3 in July 2024.
This technical report illustrates for example the challenges of MVNOs in the transition period from 4G to 5G, as well as various MVNO businesses and related regulations in different countries as case studies, from economic, legislative, and other diverse perspectives. It is ITU-T's first technical report focusing on MVNOs. Futoshi Sasaki, Coordination Director, Strategy and Business Development, MVNO Division of IIJ, who has also served as chairperson of the MVNO Committee, Telecom Services Association, since 2024, was one of the proponents of this study representing IIJ, and submitted a number of draft texts as our contributions on, for example, the review of the development of MVNOs, and the "Virtual MNO" concepts that were proposed by the Telecom Services Association as possible conceptual models for MVNOs in the 5G SA era.

IIJ will continue to support domestic and international MVNOs by contributing to ITU-T's activities for the standardization of telecommunications and ICTs.
